There are 13 casinos located in Missouri along with some great pro sports teams that would like to get in on the betting action. The lack of betting laws also means that there are no operating Missouri sports betting apps that can be used for mobile wagering.
On May 14, the U.S. Supreme Court overturned the Professional Amateur Sports Protection Act (PASPA), clearing the way for individual states to legalize and regulate sports betting.
That decision came during the final weeks of Missouri’s annual legislation sessions, leaving little time to nail down the specifics of regulating a potential new industry.

Early in 2018, several bills were introduced that would allow sports gambling in the state of Missouri. The bills differ on where bets could be placed and the amount of tax revenue collected.
State Rep. Dean Plocher created a bill (H 2535) calling for a 12 percent tax on sports wagering revenue and a 1 percent integrity fee on all wagers that would send 20-25 percent of all revenue to the involved professional sports leagues. Along with Senator Denny Hoskins, Plocher has created the Comprehensive Missouri Sports Betting and Sports Protection Act with the blessing of the MLB and NBA.
However, this bill creates controversy since many states are refusing to pay such a fee while legalizing sports betting and Nevada has set the precedent by running sports books without a fee for decades.
Heavy fees would make it difficult for legal sports books to compete with the current industry of wagering online through offshore websites. Furthermore, Missouri Governor Eric Greitensresigned in late May amidst a sex scandal, putting such legislation on the back burner while the state works through more pressing issues.
While there is plenty of potential infrastructure with 13 casinos in Missouri and several professional sports teams that would consider joining in on the action, experts speculate that it will be at least a calendar year, if not more, before we see legalized sports gambling in the “Show-Me” State.

While the differing bills showed that there were still some issues to be worked out, one of them was expected to reach the finish line. Legal Sports Report pegged Missouri as one of five states most likely to legalize sports betting in 2020 but the COVID-19 pandemic changed many plans.

Missourians do have the option to place wagers using the DraftKings app when visiting Illinois. The app is available for download and registration can be completed anywhere within Illinois’ borders. An executive order allows registration anywhere in the state through Sept. 19; in-person registration at the state’s casinos could return after that date.
The future of Missouri sports betting
With how much attention legislators are paying to sports betting in Missouri, the state again will be a favorite to pass legislation in 2021.
First lawmakers need to work out some key differences on their bills. The main point of contention is whether to limit sports betting to the state’s riverboat casinos or also permit the Missouri Lottery Commission to to offer games based on the outcomes of sporting events.
Another proposal allowed sports betting in the entertainment areas around Busch Stadium, where the St. Louis Cardinals play, and adjacent to Sprint Center.
Some of the bills proposed in 2020 also tried to tie sports betting to a controversial issue in Missouri regarding sanctioning the Lottery Commission to implement a system of video lottery terminals at bars, truck stops, and entertainment districts around the state. Missouri sports betting could stand a better chance as a standalone bill.
Other details that need to be hashed out include whether or not to include an official league data mandate and the tax rate. The legislature at least made one advancement during the 2020 session, figuring out that bills shouldn’t give the leagues both an integrity fee and official league data.
